Detailed Restriction/Reopening Information For Azerbaijan

General Information

Partially Open

Azerbaijan has already reopened its borders to international travelers who are visiting for tourism purposes. However, they will only allow those who came from countries they deemed "safe".

Starting on June 21, 2021, citizens of Bahrain, Hungary, Israel, Qatar, the UAE, the UK, and the US will be allowed entry into  Azerbaijan by air without the need to apply for special permission. However, they have to show proof that they have been fully vaccinated, or have recovered from COVID-19, in addition to a negative result from a PCR test taken within 72 hours prior to their flight. 

Mask Requirement

Mask is required to be worn in all public indoor, public transport and certain outdoor areas where social distancing is not possible.

Internal Restrictions/Closures

Authorities in Azerbaijan have passed regulations easing certain restrictions that had been imposed in order to stem the spread of coronavirus.

Wearing of face masks is still mandatory in public places. There are fines for violations which are doubled for repeated violations. Public transportation between districts and cities in Azerbaijan is suspended. 

Restaurants, cafes and catering places are open between 8:00 and 18:00. Museums and exhibition halls in Azerbaijan are open, other attractions remain closed.

Airlines & Transport

Land borders remain closed, with most passenger flights being suspended. Some limited flights are operating with select destinations for citizens and residents of Azerbaijan and their immediate families, as well as individuals with work or study permits.

Public transportation between districts and cities in Azerbaijan is suspended.

Effective Sept. 8, the existing prohibition on travel into and out of the cities of Baku and Sumgayit, as well as the Absheron district is lifted.

Entry into Azerbaijan is only limited to Azerbaijan citizens and legal residents.

Anyone arriving in Azerbaijan will be required to present a negative PCR test, no older than 48 hours, or quarantine for 14 days in a government facility.
