Detailed Restriction/Reopening Information For Paraguay

General Information

Partially Open

Paraguay has already reopened its borders to international visitors, allowing tourists from all countries to enter.

All arriving passengers must complete an online Health Declaration form before the flight. Visitors will also be asked to present a proof of negative Covid-19 test, taken 72 hours before the first embarkation point. A travel insurance with Covid-19 coverage will also be required.

Mask Requirement

Mask is required to be worn in all public indoor, public transport and all outdoor areas.

Internal Restrictions/Closures

Authorities in Paraguay announced that the heightened business and movement restrictions in Alto Parana Department will be extended until Aug. 23 due to coronavirus disease (COVID-19) activity.

All other departments remain under Phase 3 and 4 of the nation's COVID-19 response and recovery plan; Phase 4 has been extended until Aug. 30, when Phase 3 is also due to expire.

As part of the measures in Alto Parana, all persons must remain in their homes and may only leave after 1700 to perform essential tasks, such as buying groceries or medications. Cargo vehicles in Ciudad del Este are allowed to operate between 0500-1700.

Throughout the country, all businesses and individuals are required to adhere to strict social distancing protocols and enhanced sanitization measures. Additionally, all persons are required to wear protective face coverings over their mouths and noses in all public spaces.


Airlines & Transport

International borders remain closed, and all commercial passenger flights are suspended until further notice. Officials make limited exceptions for repatriation flights. Cargo is still permitted to cross borders.
